My doc dissertation (last century) was on T reflective practice. Time, structure, and defined and agreed upon outcomes are key.

One idea behind collaborative prep time is that the group elevates each individual by supporting, refining, and delivering ideas.
The idea is to help keep the big picture in mind. It also isn't set in stone. If something is important, discuss it.

All schools are political & are ruled by political decisions. That's a reality that tchrs have always dealt with.
Owned is appropriate. Tchrs are labor for hire and the company store "owns" the time. LOL
