Yes you must be able to know your pupils to realise what it is that makes them tick and therefore progress.

A1: Big part of engagement comes from getting to know your students academically & otherwise; figure out what motivates them!

A1: by letting Ss take charge in the learning and the teacher letting them learn by succeeding or failing.

But I don't believe the default for 'engagement' should be linking everything to pupil experience.

We did this my first year teaching, 2003, not in an Urban area but found it very educational!
