I think it's a bad idea to propose a permanent raise on a one time surplus, but the penny tax is a much more permanent solution.

A2: Classes all over are busting at the seams and there are shortages in many districts. Mostly due to cutting $$ & no need for Ts.

A2: Many schools will have to take any warm bodies they can get as state legis make it less and less desirable to teach here
A2: Classes of 35+ expected, we cut the "variety" choices for kids to the basics, NO wiggle room
a1) pandering in an election year for votes. 1-time $ slashed from agencies (including SDE) for a recurring expense
A2) gave a $1500 stipend/bonus for retention. We still have a lot of retiree rehired but feel great about our 16-17 staff
