What works for me is to just keep offering opportunities. Whether or not people take you up on them in on them.
Resistance is often due to fear - I try to overcome that by being gentle, supportive & understanding.
Identify your core of support, celebrate their accomplishments of change, build your team of support one person at a time.

If the Ss are given voice in your class, they will soon seek it in others. Forces some Ts out of their comfort zone.
I try to attach PD to data. X is happening so we need to focus on Y.

This small change of language has made a huge change in my life and with those around me - started a movement!
. Support & understanding are essential. Also - being non-judgmental is critical in my opinion.
I run after school sessions and its really the same few teachers all the time. but I keep pushing.
Being open to standing at their shoulder supporting them over time. The acknowledgment of where they are is a powerful motivator

I find myself saying if teachers aren't trying, I am missing the why. most ppl will try something if they see how it benefits them

Morning ! This is what I do everyday with Tech. The key is increasing capacity & comfort level. 1:1 coaching is most successful 4 me.
Another key thing, for me at least, is showing enthusiasm for what we are modeling. It's contagious!
take Ts out of their silo (classrm) & show something working in similar classrm w similar Ss. Huge game changer to see in action!

Great approach! Build a culture of observation & critical friends feedback and this problem is WAY reduced.
You have to know, deep down, that anybody can change but that it comes from within, and at their own pace.
Motivation starts with why. Why are they hesitant? How will this help their Ss? If it's to check a tech "box," not real helpful.
Some people just need to see others lead the way/have success at something new first. Again... Patience & Persistence!

Teaching is not a competitive act. Do what you think is best (within reason) and move forward.

I've also tried 2 tie every tool I showcase during PD to a tangible "why" and "how." Tools r great, but w/o why, just bells/whistles
