Today mindset is post-degree i.e., those who've successfully run the gauntlet. It will encompass all higher ed. .
A2: one prob is that a sizable chunk of the workforce needs young people who self-discover, which can't be 'taught' per se

In many cases the college graduate is the new unskilled worker. Many graduates lack practical technical skills.

A2. does! skills, personalized/self-paced learning, impact projects, entrepreneurship, and tech skills.
A2 For example what students learn at Acton Academy in Austin is far different from what they learn at my local high school.

A2: Helping students "learn how to learn" is best thing we can do to equip. I always want to hire 'quick studies'.

A3: They need to know how to assess an opportunity, what they know & need to know and where to turn to get skills.

I doubt any school can teach content relevant to a dynamic workforce. Focus on building people, with skills.
