AT is about individual Ss while is making environment accessible to all from the beginning.
A1: AT and UDL are “two sides of the same coin”, both are needed to support expert learning. UDL:environment; AT:individual student

UDL is necessary because learner variability is the norm. Individual students needs may necessitate assistive technology.

A3: With so much learner variability in our classrooms, it's hard to imagine when AT and UDL aren't necessary
A3: If printed text is a barrier, UDL (multiple means of representation) and AT (TTS, audiobook, etc) are crucial.
and maybe for the use of all technologies
Forget this "IF" nonsense...I should have said WHEN printed text is a barrier...it's always going to be a barrier.
