Informing administration by showing them the power of technology through hands on experience is key! They should feel involved!
Since I got so often "We don't do that here!" - I used to close my classroom door and did my own thing.
i would say develop your own method that meets the needed criteria and try to spread it as much as possible.

Within context of a school system it's likely there can be many shared decisions if collective investment occurs.
The problem is that finances often determine the pedagogy received by Ss. Poor areas often receive poor teaching.
